2:1: Support the tenants and the Council in their positive actions and give them hope for the future.

2:2: The conclusions of this report indicate that the only real option forward for the tenants on the Fordyce Estate is to allow significant funds to give the improved level of housing, environment and community the people need and deserve.

2:3: Allow an increased level for the Housing Investment Program funding so that the quality of life for all the tenants in Middlesbrough can be improved to a level they deserve and so that the quality of the housing stock is improved for the future.
