18:1: The poor quality housing effects the whole of the local community. See appendix 8:1 to 8:5, 12:2:C and 16:1 to 16:5:A.
18:2:1: It does not promote employers to invest in the area.
18:2:2: This is demonstrated by the lack of local employment. See appendix 13:1 to 13:5.
18:2:3: This leads to a demoralising attitude for all the residents on the Fordyce Estate and Hemlington as a whole.
18:2:4:1: It is felt that improved housing will increase the chances of employers investing in the local area.
18:2:4:2: This would possibly need special funding at first but if the
local economy improves the whole community would benefit.
18:2:4:3: The community appears to be stagnated economically. The tenants seek an improved level of housing which will help employers to view the area more favourably in the long term.
18:2:4:4: This should encourage economic development for the whole area of Hemlington.
18:3:1: Tenants generally believe the system has provided them with a level of housing that has not kept up with the improvements made in housing standards.
18:3:2: They also generally feel disillusioned by what they perceive is a poor level of repair.
18:3:3: They feel they're in a cycle of reporting items that need repair only to find they are kept waiting so long that the repair never gets completed.
18:3:4: Some tenants feel they have to report the repair again and again. This causes apathy with the system.
18:3:5: The tenants soon become disillusioned with this system and cannot believe, what they see is, the same system when it says they want Tenant Participation i.e. tenants need something to part for these tenants.
18:3:6: Some tenants need substantial proof before they will be able to become involved in Tenant Participation.
18:3:7: Not many tenants are willing to invest their time and effort in a system that they perceive has forgotten them.
18:3:8: The old saying of "Once bitten twice shy," applies to the way some tenants seem to think.
18:3:9: Funding is needed to improve their environment in a physical way they can relate to. That is by improving their housing and local environment.
18:4: Poor housing defeats many of the positive initiatives the tenants try to achieve.
18:5: The problems of poor quality housing on the estate are compounded by the geographical position of the estate and Hemlington as a whole.
