16:1:1: The original Radburn layout of the estate was designed to restrict vehicular access with the safety of pedestrians in mind.
16:1:2: The number of car owners has increased dramatically since the estate was planed. See appendix 16:1:D and 16:1:E.
16:2: The tenants have, using the minor works budget, arranged to have a substantial number of anti-traffic bollards strategically installed on the estate because of problems of cars and motor-bikes driving on the footpaths within the estate.
16:3:1: The layout out of the estate means the car drivers find it very hard to find safe parking places for their vehicles.
16:3:2: There is very little secure parking of any kind available.

16:7:1: The Police Crime Prevention Unit recommendations were :-
