With the exception of the appendix the sections listed above outline the aims of the report and the problems experienced by the tenants and residents on the Fordyce Estate, Hemlington, Middlesbrough, Cleveland.

In particular the "No-Fines" dwellings are concentrated on in this report because these properties suffer the most from the problems outlined.

The appendix provides independent reports and data to substantiate the problems outlined in this report.

This report is intended to be used as a supplement to any other reports produced and is therefore not intended to replace any other reports compiled.
