6: GENERAL BACKGROUND OF THE ESTATE.

6:1: Hemlington is geographically located approximately 8 Kilometres, 5 miles, South of Middlesbrough, Cleveland.

6:2: Fordyce Estate is situated at the southern side of Hemlington and should be classed as a geographically isolated estate because of its location in relation to Middlesbrough Centre.

6:3: The estate is the largest of five council estates, approximately 440 properties, in Hemlington.

6:4: With the exception of Fonteyn Court the estate was constructed in the 1970's by Wimpey using the "No-Fines" system and laid out to the Radburn design.

6:5: There are approximately 386 of these, now outdated, "No-Fines" properties.

6:6:1: The estate was constructed to rehouse tenants from the Cannon Street area of Middlesbrough.

6:6:2: The Cannon Street area consisted of back to back pre-war housing.

6:6:3: Fordyce Estate was reported, at the time, to be an improvement in housing conditions for the tenants from Cannon Street.

6:6:4: Standards, expectations and rents have increased since that time but the quality of housing hasn't.
